rockchip: defconfig: firefly-rk3399: sync up with SPL changes for ATF

This tracks the SPL changes for ATF for the Firefly:
 * renames ATF_SUPPORT to ATF
 * drops CONFIG_SPL_ATF_TEXT_BASE
